I checked with the person most involved with the testing of welcome page deployment and this was her respnse:
"My first response when people say the welcome page doesn't display is always to have them exit & relaunch the client and then open their mail file (on home server). This clears cache (can sometimes be an issue for wp displaying) and forces a 2nd authentication for dynconfig to kick in (in case something went wrong first time around)."
